1、战略轰炸限制：! Q; i9 v" J. i6 _
实施战略轰炸仅限于对日美两国本土，同时禁止盟军利用中国、苏联基地和北太基地对日本实施战略轰炸。

2、北太作战限制：$ R  v  I$ D/ b' Q, V8 \
双方在北太禁止一切形式的交战,北太的定义为横向53格以北北太平洋地区，包括阿拉斯加和北海道、库页岛。作为北太休战的补偿，双方部署在上述地区的部队视为最低驻军要求，一律禁止移动。  d$ t3 ]1 h* L$ x

3、四发使用限制：  Q" @* _1 ?) l" j/ z$ ~
禁止四发轰炸机对海、搜索、反潜，四发轰炸机最低任务高度为20000英尺。必须在5级以上机场执行任务，其中B29系列和兰开斯特系列必须在7级以上机场执行任务。
) ~( x/ Q( j# T1 o9 B
4、鱼雷艇使用限制：: b1 u) Z# h& z; W$ b; C
单个基地限制编成上限为6艘PT的1个鱼雷艇编队，鱼雷艇仅限用于港口防御并只能在浅海移动。4 T$ L& `( t4 u

5、舰队编成限制：
不得以单舰或小舰队方式停泊在前线港口，具体来说如果有多艘船只靠港，则每个舰队不少于4艘，此规则无论对敌控或我控港口均有效。目的是防止触发太多水面战。

6、部队出国限制：
6.1任何情况下盟军不得进入和利用苏联基地作战。
6.2中国国军地面部队必须改属为中国远征军（HQ为NCAC、X部队、Y部队、Z部队）才能出国作战。且必须在HQ到达后才可以相应改属。" }- s4 M- S* h5 N4 X
6.3英属印度司令部所属地面部队不得通过陆路进入缅甸作战。
6.4中国伪军只能在中国本土作战，泰国军队只能用于印度支那、马来半岛、缅甸作战。/ A4 I% [9 w3 V2 A
6.5派遣军、关东军只有改属为非受限司令部的部队才能出战区作战。

7、日苏开战限制：
日本满洲驻军8000战力必须满足，日军不得在45年之前攻击苏联，不得故意激活苏联。7 j% h/ x# L4 D$ [+ ~$ s8 ^+ P5 k5 g1 v

8、登陆限制：9 [* i, y! R) K, W
只能登陆基地和潜在基地。% [0 m6 Q* `. [. W, R

9、伞兵使用限制：$ P, C4 c  s/ T
单个伞兵部队同时只能在一个基地空降。如果空降突击战斗调整值小于1：1且战斗值小于1：1，此伞兵作重创处理，3个月内不允许再次空降。

10、飞机对海攻击使用限制：`* Y9 m, ^+ S; S7 s
机型类别为中型轰炸机的需10000英尺以上高度执行对海任务。

11、美军地面部队印度洋战场使用限制：
美军只有隶属于ABDA和东南亚的司令部的地面部队才能在印度作战。  k3 N, Z* V: c8 D
3 A5 X' T8 {7 \4 G5 d6 q- Z7 `
12、地图外移动限制：$ n4 G/ ~6 W/ z
盟军不能将地图外的基地作为进攻出发点，除非所有可以作为出发点的基地全部被占。

13、地面部队改属限制：+ r7 N  j8 S, X; Q9 U
日盟地面部队除国军外，改属必须达到编制的80%及以上，并且必须花费完全PP才能改属（即不能改属到同战区的其他HQ来达到节约PP的目的）3 ], J* Z, i5 X4 S9 E0 u5 L

14、舰载机手动调整编制限制：
只有舰载机队才能在所隶属的舰艇上执行手动调整机队编制大小（resize），并且每艘舰艇只能1个机队进行调整，系统指定的编制调整除外。& ^4 z7 [" w6 R$ B
- y- s4 N  W% @  e; x% k4 O
15.同温层战斗机使用限制：6 ]( F# G1 j  Z5 X6 h5 z1 }
禁止双方战斗机极限高度的同温层扫场和直掩行为，具体为双方战斗机执行扫场(Sweep)、直掩(CAP)任务的最大高度以该战斗机的第2最好机动性高度为上限。5 @4 J' l6 \3 |( D# z
4 |/ }3 u. s0 ~/ Z
16、地面部队堵路限制：
双方部队相邻格对向前进时，禁止采用小部队故意阻挠对方前进的堵路行为。

16、日军资源地
巨港，巴力巴班和泗水这三地，若日方攻下，资源破坏超过50%，可以允许回档。算是给日方的一些优惠吧。

不允许小部队突击消耗补给的行为。同时，需要注意过河自动突击的情况。

以上房规为基本房规，随着战事进行如发现不合理之处双方可以通过友好协商，重新修订部分房规条文。

这档陈荣可能仍用1123Q的存档，可能将来会出BUG, 房规中缺少对大艇使用限制3 F9 [2 E1 r& B
6.3英属印度司令部所属地面部队不得通过陆路进入缅甸作战。这个有时间限制没，历史上的1943年9月反攻缅甸，1944年8月占领密支那

首回合一定要同样版本的EXE，否则日军会有空子钻，建议盟军方面要求此首回合作废，待统一EXE后再进行首回合部署。

4发不允许对海，所以大艇禁了。

入缅的问题我们以27和红叶的为准。毕竟他们有实际经验。他们也是需要改属的。真到了44年，政治点是用不完的。
