10 resource point 激活 1 manpower center,并且消耗10 resource point 产生5 manpower入pool

只有当地每天产生的HI至少等于engine factory时,才能激活engine factory,每天产生的engine=engine factory + RN(1-30)/30,同时每产生1 engine消耗18HI. S9 i* H7 _; {8 a! Y+ P- i6 K

1 vehicle factory 需要6HI激活,同时消耗1HI产生1vehicle point入pool# d: A4 v, A, Q  r) y

Armament factory:" ~! M7 l4 j( H! C
1 HI激活1 armament factory,并且消耗6Hi产生1 armament point- j0 h2 R& n: q, v0 S" g
1 armament point+1 manpower point产生1 load cost(非vehicle unit)

新ship 增援时间提前一天,就多消耗与ship durability 同等数量的shipyard point.
