   实施战略轰炸仅限于对日美两国本土,同时禁止盟军利用中国基地和北太基地对日本实施战略轰炸。3 U0 I* B8 T0 {' _7 c; y* X7 u/ t; J6 u; p
2、北太作战限制:
' [& j5 r# t6 t5 o9 G: c& F   双方在北太禁止一切形式的交战,北太的定义为横向53格以北北太平洋沿岸地区,包括阿拉斯加和北海道。作为北太休战的补偿,双方开局出现在上述地区的部队视为最低驻军要求,一律禁止移动。" N, x  q" S2 V- s( U& j
3、水平轰炸机使用限制:; A( X2 p" z/ J7 K1 f$ e, N) x2 }
   禁止水平轰炸机100英尺高度对海攻击,禁止四发轰炸机对海、搜索、反潜,四发轰炸机最低任务高度为20000英尺,必须在5级以上机场执行任务,其中B29系列和兰开斯特系列必须在7级以上机场执行任务。. y3 [4 V4 R$ \+ s- R
4、鱼雷艇使用限制:8 I( D4 c- N8 z1 y
   单个基地限制编成上限为6艘PT的1个鱼雷艇编队,鱼雷艇仅限用于港口防御并只能在浅海移动。
& F5 L! n) a2 t( D& c* h5、舰队编成限制:8 O% Q2 d# J4 g" ^+ {% `/ \+ G
   除系统限制的舰队编成外,基地格的水面战编队和炮击编队应该不少于5艘,此规则无论对敌控或我控港口均有效。目的是防止触发太多水面战或空袭。
! W7 J* @# N; J- m6、部队出国限制:
' \% b% i+ L% b! V% c* t8 @7 Y   6.1任何情况下盟军不得进入和利用苏联基地作战。8 r  Q& A, J! b) n* v# U
   6.2中国国军地面部队必须改属为中国远征军的部队才能出国作战。

   日军不得在45年之前攻击苏联,也不得故意激活苏联。
6 s; j/ Q5 t+ u6 m8、驻军要求限制:对于有驻军要求的地区,日盟双方应满足驻军要求,不得恶意撤离驻军以破坏资源和工业,开局未满足驻军要求的地区应尽快满足驻军要求。
