二、对战规则
1、战略轰炸限制：
实施战略轰炸仅限于对日美两国本土，同时禁止盟军利用中国、苏联基地和北太基地对日本实施战略轰炸。
2、北太作战限制：
双方在北太禁止一切形式的交战，北太的定义为横向53格以北北太平洋地区，包括阿拉斯加和北海道、库页岛。作为北太休战的补偿，双方部署在上述地区的部队视为最低驻军要求，一律禁止移动。
3、重型轰炸机四发使用限制：
禁止陆航四发轰炸机（机型类型为重型轰炸机）对海、搜索、反潜，海航4发允许搜索、反潜，四发轰炸机最低任务高度为10000英尺。B29系列和兰开斯特系列必须在7级以上机场执行任务，其他四发必须在5级以上机场执行任务。
4、鱼雷艇使用限制：( t! I3 q9 n( |# g2 \
单个基地限制编成下限为4艘PT的1个鱼雷艇编队，鱼雷艇仅限用于港口防御并只能在浅海移动。即PT编队中的PT数量没有上限，除非超出上限，PT可以制造5、舰队编成限制：
不得以单舰或小舰队方式停泊在前线港口，具体来说如果有多艘船只靠港，则每个舰队不少于4艘，此规则无论对敌控或我控港口均有效。目的是防止触发太多水面战。
6、部队出国限制：' {$ x, y2 e4 o, C3 G0 m' V% s
6.1任何情况下盟军不得进入和利用苏联基地作战。' g7 I% H1 ?( V3 ?4 D9 M6 C
6.2中国国军地面部队必须改属为中国远征军（HQ为NCAC、X部队、Y部队、Z部队）才能出国作战。8 o0 c$ x9 D0 a' r% ]2 d3 L
7、日苏开战限制：
日本满洲驻军8000战力必须满足，日军不得在45年之前攻击苏联，不得故意激活苏联。, o5 N9 }+ K# m3 C
8、登陆限制：9 _/ ~/ v8 o# h: u- b6 V0 z
只能登陆基地和潜在基地。
9、伞兵使用限制：* \1 G9 j: ]( _$ i' P1 i
必须整建制使用，同一伞兵部队同时只能在一个基地空降。
10、飞机对海攻击使用限制：
大艇不得对海攻击，双发对海不得低于6000英尺。( M0 i0 Y& y- i1 E! k: y1 z
11、战斗机作战高度限制1 |$ |, I4 @8 s
41年-42年5月：限高20000英尺
42年6月-42年12月：限高25000英尺

44年及以后：不限高
