二、对战规则
1、战略轰炸限制：
实施战略轰炸仅限于对日美两国本土，同时禁止盟军利用中国、苏联基地和北太基地对日本实施战略轰炸。
2、北太作战限制：, M& K& [: @! |7 P$ ^& U; u
双方在北太禁止一切形式的交战，北太的定义为横向53格以北北太平洋地区，包括阿拉斯加和北海道、库页岛。作为北太休战的补偿，双方部署在上述地区的部队视为最低驻军要求，一律禁止移动。
3、重型轰炸机四发使用限制：
禁止陆航四发轰炸机（机型类型为重型轰炸机）对海、搜索、反潜，海航4发允许搜索、反潜，四发轰炸机最低任务高度为10000英尺。B29系列和兰开斯特系列必须在7级以上机场执行任务，其他四发必须在5级以上机场执行任务。
4、鱼雷艇使用限制：, x2 e# M7 K$ k! ]4 k6 {$ e7 x
单个基地限制编成下限为4艘PT的1个鱼雷艇编队，鱼雷艇仅限用于港口防御并只能在浅海移动。即PT编队中的PT数量没有上限，除非超出上限，PT可以制造5、舰队编成限制：
不得以单舰或小舰队方式停泊在前线港口，具体来说如果有多艘船只靠港，则每个舰队不少于4艘，此规则无论对敌控或我控港口均有效。目的是防止触发太多水面战。' B6 K. ~! c. v4 _
6、部队出国限制：# G* Z- ?6 h; d( Q) }+ J9 u
6.1任何情况下盟军不得进入和利用苏联基地作战。/ s$ L6 V, ~" Q4 d3 U9 g+ _& y2 w
6.2中国国军地面部队必须改属为中国远征军（HQ为NCAC、X部队、Y部队、Z部队）才能出国作战。
7、日苏开战限制：7 ~8 k/ g# o2 @+ J1 f% I7 ]0 z
日本满洲驻军8000战力必须满足，日军不得在45年之前攻击苏联，不得故意激活苏联。
8、登陆限制：
只能登陆基地和潜在基地。
9、伞兵使用限制：- X( I& h) ~* W5 v
必须整建制使用，同一伞兵部队同时只能在一个基地空降。
10、飞机对海攻击使用限制：. X3 o, s- e; T$ B( p5 H+ G
大艇不得对海攻击，双发对海不得低于6000英尺。, y, R1 P+ p7 i5 v0 r0 H' y+ ~& s
11、战斗机作战高度限制
41年-42年5月：限高20000英尺2 a/ _& r0 B8 I0 Z* y" R
