3月24日，帝国通过反复航空侦察，发觉凯恩斯正成为澳洲北部盟军兵力的集聚点，港内停泊有大量登陆用船只，而由于此地超过日军战斗机的护航范围，因此盟军放心的将船只停在港内，机场也未部署直掩，得到这一信息的联合舰队本欲出动多次进行敌后突击的陆攻机队上场，但是帝国陆军航空兵却向长官表达了出击的强烈意愿，考虑到大部分可以动用的陆攻机队近期正在各地进行航空压制任务，难以分身，联合舰队遂同意了陆军的这一请求，决定由陆军航空兵独立完成这一次的任务，从日军布纳机场和米龙湾机场至凯恩斯的航程均为13格，正处在陆军现役主力轰炸机百式重型轰炸机的极限航程内，所以设计了本次突袭作战。最终行动顺利完成，当天上百架吞龙改将凯恩斯港口内的盟军登陆船一扫而空。
