自从盟军占领南鸟岛之后，大本营就一直在策划反戈一击，给予登陆盟军部队毁灭性打击。- l3 B. `5 X3 }
虽然从大战略角度看，攻略南鸟岛明显是盟军的一种战略调动行为，企图为盟军接下来的霍洛岛攻略减轻危险，但是，盟军在南鸟岛上的3个步兵团和一个战斗工兵团也是非常诱人的目标，值得发动攻击拿下，为此，从盟军占领南鸟岛的那天起，大本营立刻下令，驻扎在关岛的皇军太平洋战线战略预备队第53师团和第19师团开始以南鸟岛为目标进行相关的战斗准备工作，同时，开始搜刮大部分AK集中于关岛准备用于登陆作战。
7 F, s( c: P8 f7 n5 p在战斗开始前，由于日军海航部队的成功作战，已经通过陆攻机队的反复轰炸，大大削弱了驻守南鸟岛的盟军部队战斗力，反复的轰炸不仅将本来驻守在岛上的一个坦克团炸得完全消失，而且大量杀伤了米国步兵的战斗力。
3 W/ r7 M( x: |5 \7 N9 x值得一提的是，在AE中岛礁拥有驻军限制，而且属于平原地形，也就是说被轰炸机轰炸时容易造成非常高的伤亡。这里举此档的两个典型例子，盟军日军各一个：
" m6 z4 H: i7 Y" s) J+ E南鸟岛：驻军限制6000人，27堆了3个步兵团1个战斗工兵团，早期还有一个坦克团。需要提及的是，限制值6000不仅仅包括人员，各种装备车辆也会占用这个值，估计最初可以超过15000，后期经过削弱也在10000左右，也就是说远远超过驻军限制，同时27也没有携带防空单位，结果被6000英尺高度轰炸的陆攻机队炸得非常严重，每回合都有数百甚至上千人的伤亡。
; [5 K1 y% q: {0 k* n日军的例子则是霍洛岛：驻军限制60000，最初日军投入了两个师团为主加上其他各种防空，地勤等单位的大量部队，总占用数高峰时超过40000，应该说还是没有超过驻军限制的，因此最初日军大本营估计遭遇轰炸时伤亡是可以接受的，不料被轰炸后伤亡直线上升，完全不能控制在一个可以接受的范围，后期不得不紧急采取撤退一部分部队的方法，降低了不必要的驻军人数，经过多次撤军，终于将轰炸伤亡控制在每回合500人以下，这已经是非常高的伤亡率了。
: a  ^" Y/ _' H1 W而且还是建立在有充分补给的基础上，假如补给不足，恐怕情况会更加严重。
8 V9 Y! b. N7 Y综上所述，AE中，岛礁被轰炸导致高伤亡率显然有两部分原因组成：一是驻军限制是否超标（甚至接近驻军限制都会造成高伤亡），另一个就是平原地形，同时，是否有足够补给，是否带了强有力的防空单位等因素都会影响到轰炸结果。4 o! ]! V& F8 r& x) }6 f4 k' K
总体来说，岛礁对于日军来说防御更难，因为日军缺乏有力的防空单位，也很难抢占制空权，基本上只有被炸得份，只有在盟军陆航够不到的太平洋孤岛上才有机会一展身手。

回头继续，经过1个多月的准备，尽管主攻部队准备度还未达到100的目标度，但是，大本营综合所有战场态势和信息分析，断然决定提前动手。驻守在南洋的KB舰队首先倾巢而出，假装反潜在盟军眼皮底下露面，做出跟盟军在霍洛岛死磕的态势，虚晃一枪后迅速全速北上，准备支援登陆作战。

为了确保前线信息的准确，大本营专门准备了4支AV侦查分队，前出在威克岛到南鸟岛以及特鲁克一线形成覆盖整片海域的侦查网，万一58出现截击可以及时发现，后面的事实证明，这一部署是非常明智的。

此时是44年3月5日。有两件事影响原定的计划，首先是一支58小分队被发现出现在南鸟岛东部海域，虽然从未进入南鸟岛海域直接提供直掩，但是已经使得日军海航部队不得不停止进行裸奔轰炸，此外，日军发觉大量盟军军舰出现在澳洲东部海域，包括战列舰，重巡洋舰，以及可能的航母舰队，此外还有大量战斗机轰炸机都出现在澳洲东北部各个机场，种种迹象显示，58正在澳洲准备马上要开始的霍洛岛攻略战，而南鸟岛已经不会再受到58的保护，同时，大本营心中也希望能赶在盟军动手之前解决掉南鸟岛，说不定KB参加完登陆战还来得及回防霍洛岛，因此，3月5日，庞大的舰队开始出港，先期已经用扫雷舰扫清航道，确保没有水雷干扰，到6日，盟军水机可能已经侦察到登陆船队，不过侦查度很低，仅仅1/10，大本营估计没有引起盟军方面的特别注意，到7日，庞大的舰队离南鸟岛已经只有一天的航程，终于被盟军发觉，不过此时，盟军在南鸟岛附近根本没有值得一提的兵力可以干扰登陆，而日军方面除了大量水面舰队外还有新锐刚投入服役的兴浓号装甲航母提供的70多架新锐烈风直掩。盟军方面仅仅只有3艘护航CVE，总的载机量才不过81架，这可能也是CVE上机队最终没有出击拦截日军舰队的原因。) ~.
